Who qualifies

Eligible applicants were not-for-profit organizations, for-profit organizations (for non-commercial activity), municipal governments, Indigenous organizations, and provincial or territorial governments, institutions, agencies or Crown corporations. Applicants needed recent experience (at least 1 cumulative year in the last 5 years) providing pre-employment and skills supports and serving the target groups, or had to collaborate with an organization that has it. Projects with employers also needed experience working with employers, or a collaborating organization with that experience. Projects had to run no longer than 64 weeks and be national in scope (2 or more provinces/territories) or regional if serving official language minority communities.
